Located at the south end of Kingsley Dam, Spillway Bay is the first major area visitors encounter when traveling north from Ogallala on Hwy 61.  There are two boats ramps and a large parking area near the boat ramps.

This area provides close-up viewing of many sites important to the area including the "morning glory" and the "little tower", the mammoth structures used to let water out of Big Mac, and the Kingsley Hydroplant where water is discharged from Lake McConaughy.

The area is home to the headquarters of the Nebraska Game & Parks and CNPPID.
